I am not sure what is happening here, but it looks like pinball with Hungry, Hungry Hippos, fluorescent edition. There are four players, but you are not on a team against another 4 players like in real-life Pinbrawl.
However, there is spinning and tilting and flippers and draining and fluorescent colors and possibly LSD or some other influential substances.
