Universes are made to be ruled or destroyed. The ruler gets to decide that. But Thanos needed a long while, several movies and comic book series worth of time to try to achieve his goals. Apparently, all he needed was to put together a Big-O-Beam and people would have elected him as their new ruler. It is inevitable.
